On October 15th, the US office of trade representative announced that, at the request of the United Steelworkers union, the 301 investigation of clean energy related policies and measures in China will be launched.

The head of the Fair Trade Bureau of the Ministry of Commerce said in a statement that the United Steelworkers' Union's accusation of clean energy related policies in China is groundless and irresponsible.

The office of the United States trade representative accepted the application and launched the 301 investigation, sending out the wrong signal of protectionism to the outside world.

China believes that any trade measures and practices of the US side must strictly abide by the WTO rules, and China will also safeguard its legitimate rights and interests in accordance with WTO rules.

The official pointed out that at present, all countries are working hard to improve the environment, which is for mankind and for the benefit of the world.

The United States takes action on China's clean energy policy, and the signal will be that the United States does not support China's efforts to improve the environment.

The responsible person said, as we all know, the United States is promoting and promoting the utilization and development of clean energy in China. It is undertaking the largest investment in renewable energy in history, and has formulated relevant promotion measures and policies. The United States will also adopt a new energy and climate law for this purpose.

According to China's preliminary understanding, the United States has more than 2300 energy subsidies, including clean energy, so the United States has no reason to accuse other countries of their efforts in improving the human environment. Instead, it should work with other countries to strengthen cooperation in clean energy and jointly cope with the challenges of climate and environment.

The 301 clause of the United States refers to the whole contents of section 1301-1310 of the comprehensive trade and Competition Act 1988. Its main meaning is to protect the rights of the United States in international trade and to retaliate against other countries that are considered unfair and unfair in the practice of trade.

According to this provision, the United States can investigate trade practices in other countries that it considers unfair, and consult with the governments concerned. Finally, the president decides to take remedial measures such as raising tariffs, restricting imports and stopping the relevant agreements.

It is understood that in September 9th this year, the United Steelworkers union made a request to the US Trade Representative Office for a comprehensive trade lawsuit against China, saying that the subsidy measures taken by China to support its clean energy sector violated the WTO rules.
